Status transitions

  1. Fresh becomes review-due as its claim-specific due date approaches.
  2. Review-due becomes stale after the due date passes without verification.
  3. Any critical contradiction changes coverage to conflict until a treatment is published.
  4. A current incident changes coverage to incident and freezes positive conclusions.
  5. Unknown or failed identity, authority, contract, liquidity, custody, or exit evidence changes coverage to blocked.
  6. A correction retires the old claim without deleting its public history.
